The style can be duplicated rather easily in some parts, the header template/navbar would probably be the only real challenge.
Ask the skin designer if its okay if you can use some of his code to help guide you along the way.

ya true but I am not that much a professional with ripping of skins! plus the designer really deserves to keep the codings exclusively for vbulletin.org as I can see he did a real good job so I appreciate his efforts really.
This guy -----> https://vborg.vbsupport.ru/member.php?u=925 designed the skin of Vb.org. I really like this skin as well. You can actually play around with your colors in your vb software. Spend a good 3 - 4 hours and you'll end up with something really cool.
Design wise, Recoloured styles (as shown on the org) can be accomplished in 20-30 minutes. There are two main gradients that need coloured a few changes in the styles css and voila. 15 minutes if you take shortcuts in recolouring the graphics. Example, place an adjustment layer above all the icons instead of placing them in appropriate places like within sets and/or below layers that don't require colour changes.
