No matter what language I use in my forum
when I go to my control panel I want to view it in English

I am more comfortable to manage things in English language
but every time I want to go to control panel I have to change my lang to english before going there.

How can I disable all languages for control panel except english?

No there is no option in default vBulletin to do so.
