I have an IP that I have banned, yet the user is still allow to navigate the forum. I can see him/her under the Whos Online. Is there an option that sends the user to a "GO AWAY" type page?

On the Who's Online page, it should have a "stop" sign - this indicates that the user does not have permission to access the page they are currently.
