Link on attachment ??

Many people upload on my site attachments with URL of another site, do I have something what delete that URL or send warning and he can not upload before delete that link.
And one more , I see on one site when you upload something automaticly link of that site generated of yours attachment.
He working on vbulletin but I can't find that hack.
Please if somebody knows help me, thanks !
