Config.php troubles

My forum is running version 3.6.10 PL2, and recently a Administrator has requested he be demoted. I have gone into Config.php and removed all references to him (IE. His UserID) from the specialusers things, yet he still, for example, is undeletable or unalterable. This is rather annoying, so does anyone have a clue whats wrong?

Surely this should all be correct? I'm user number 3, with User number 1 being our PHP/MySQL guy who has no need for any admin access outside of cPanel, and 2 being the user who wants to be removed.
