This site is so big that I don't know if someone has already done this and put it up, or maybe made it for their site only. I did find it for 3.6 a while back, and used it when I was running 3.6 but now I'm on 3.7 and I'd like the same sort of thing.

Internal links to open in the same window/tab and external to open in a new window (_blank). If anyone could do this, it would be great. Will pay if works well... so please PM/email (see sig) for details.
