how can i check the new thread post in 24 hour? how can i enable the vb setting, new thread have to review it before post in the forum?

Admincp > Forum Manager

For the forum for which you wish to review threads before they are posted:
Edit Forum > Go > Moderation Options > Moderate Threads = Yes.

Then, every 24 hours, Admincp > Welcome to the vBulletin Admin Control Panel > Threads to Moderate > View.
