I currently have another domain which is still under development. Meanwhile I have set up another forum just for fun. Is there anyway I can duplicate the data and set it up into the new forum so that users do not have to re-register? Thanks.

Unless you own two licenses, that is against the vbulletin TOS, you are allowed to run a second instance with one license, but it can not be accessible by the public.
