I want a reply feature in PM's. Currently their is reply w/ quote or forward. I need to know if I can add the reply feature (and button of course), and where to edit the templates.

The reply w/quote button is not the vBulletin default button. The default button says Reply. The text on the button in your screenshot was put there by someone else obviously.
If you don't want the quote in the reply, just highlight it and delete it. |

I would guess that a private message template is customized, either revert it or view the default template and unmask or add back the reply button code.
