Come Companies provide Off Shore & Anonymous Hosting. If we have any web or forum on those kinds of hosting. does it effect on web site popularity ranking , Or SEO optimization.

by offshore you will have to specify what country because what is offshore for you could be local for others .

and host your site in another country don't affect your popularity ranking.
