Where should i add Meta Tags ?

I added Meta Tags in FORUMHOME, but they are only shown in source code only in index page. But i want them to shown in everypages like memberlist, control panel etc. expect forumdisplay and showthread...

How can i do that ?

And, i cannot add all of these into the general settings
