How do I Increase the pm inbox capacity for an individual member, rather than the whole usergroup?

No, there isn't a modification that achieves this, not to my knowledge anyway.

So i think create a special usergroup for that member..and add him in that.is only method...

And if you want that member to use unlimited pm's ..Turn ON 'Can ignore quota' while creating group in Private Message Permissions .
