Is there any type of hack or template mod where users could go to a seperate page or

section of the board to choose their own avatar, if I provide the avatars to choose from?

This is already available in vbulletin. Go to your Admin CP > Avatars. In Avatar Manager, you may add categories and then just go to Add New Avatars and add in the avatars. They will then be available to the users in their User CP > Edit Avatar.
