It's for right-to-left languages, hence the names ltr (left-to-right) and rtl (right-to-left).

And when you validate it local when you are logged in, there are more errors (21). But they are easy to fix

The upgrade to 3.6.7 will happen tonight (uk time). This will be a fairly quick process so I don't expect the site to be down for more than a few minutes.
