Help With a Dumb Elementary Question

I feel stupid for asking this but I forgot how to ban an IP.

I've done this several times in the past but have not done it in over a year.

Can someone help?

We've got a nutcase that logs in under the same IP and different email addy's over and over again.

I want him gone.
