Where is this template located at? I cannot find it anywhere.

Hmmm, I must be blind or something. I am looking at the template list under templates & styles -> styles manger -> edit templates and I pressed "g" on the list and could not find any global_start hook. Is it a subcategory of one of the categories or am I in the wrong place?

A hook is not a template, its a hook, you can access hooks via the plugin manager

Create a new plugin, set the hook to 'global_start', then fill out the other appropriate fields. Instead of just one template like in vB3.0.x, you can create multiple 'plugins' which can be executed throughout certain defined locations.
