I've seen in sites when you press" New Thread" takes you to the page but it already has text something like this...

Problem:

You can delete if you want too, but what i want to know is how he did that what template needs to be modify to get this ? Or is there hack ??

I'm not sure if this is what you're looking for but the Forms Hack can do that.
