Prevent excessive punctuation

This is just to get rid of all those subjects like this:
Help!!!!!!!!!!!

I'd like to prevent doubling up of any punctuation in a subject/title of a thread/post with the only exception being the ellipse "..." (so tripling up on periods allowed, but no more than that).
