This has to do with usergroups and subscriptions. I don't understand how vb sorts permissions based on usergroups and subscriptions - any code advice, examples, or links to relevant information and threads will be appreciated!

Take a look at cache_permissions() and fetch_permissions()

I looked here http://www.vbulletin.com/docs/html/codestandards under permissions and usergroups, but I didn't see those two terms - did I take a wrong turn? Thanks for the quick response!
