Flood control users instead of banning them

I have been searching here for a mod that gives you the ability to flood control users that spam instead of banning them. Like putting a flood control (1 post / hour) to a certain usergroup or something. Are there any mod that does this already? If so can you please tell me which one since I couldn't find any by searching.
