1. I have seen some quick replies which include almost the same options as the regular reply page. Is this available around here?

2. Any recommendation for a good vB template website?

You most likely saw sites running vBulletin 3.5, which is currently in a Beta phase.

You can download it in your members area if you'd like that feature, but it's recommended to wait until the Gold version is released, as the current version could still contain bugs.

Well, I haven't yet tried this new "Beta" version. But, do you mean that this feature is implemented there?

Yes, it's implemented in 3.5.

You can have a look at it by posting on vBulletin.com.
