Page Background Color as image

I'm not asking how to get the body background but the small area inbetween and on the sides of forums just before the body bg. I know it's possible but using background="images/spic.gif" doesn't work like it does for the body bg.

.... no you obviously dont listen. I dont want to put it in the body tag I want it to change where it Page Background Color.
