Approve avatars before going "public"

I am looking for a mod that will force approval of avatars before they go public. Is there such an animal?

I don't think you need a mod.

Try this. Create a custom private user profile field named avatar approved.
In the templates where the avatar shows, wrap it in a conditional. If it's approved, show it. If it's not, don't.

As far as finding users who need their avatar approved, put a conditional in their usercp or in their navbar or wherever. If their avatar is not yet approved, a link would show asking them to pm an admin or mod to approve their avatar.
