ips are numerical, but all unique, in each of the forums, is this a search thing, or is it real people checking out the site, also why just once in awhile, at odd times?

Mostly search engins like Google and Yahoo, in vB go to the whos online page and set show user agent to yes

If you're referring to Meta Tags - Not many search engines rely on these anymore due to improper use, although they do still play a small part.
