I am beginning to get a ton of emails from my vbulletin site describing this error and when I visit i sometimes get this error:

Database error in vBulletin :

Link-ID == false, connect failed
mysql error: Lost connection to MySQL server during query

mysql error number: 2013

Date: Friday 22nd of October 2004 04:47:59 AM
Script: /forumdisplay.php?forumid=52

any idea why I am getting this error? is it time for a server upgrade?

This is a server issue. You need to contact your host about this. See this post for the possible causes of a lost connection error:
