I would like to know what kind of programs you use it in your homepage in ( www.vbulletin.org ) ?(that was linked to your forums contents), and what the options to make new homepage for my Vbulletin forum to be linked to my forum contents?

You can use specially made vBulletin portals to achieve something similar to vBulletin.org's homepage.
