I would like a raffle system...

Basic components I am interested in would be

-raffle prize listing with photo(s)

-intergrated payment system via paypal

-listing of raffle participants

-way of determining winner randomly

-Closure date setting disabling additional entries past a certain date/time

-email option - announce raffle to all members, announce winner to all participants

What would the law be on something like this?. is it legal to run a raffle from your website.
