you can edit $announcebits in the postbit and postbit_legacy templates. Depending on what you use.
Quote:
<if condition="$show['announcement']">
<td class="tcat" style="font-weight:normal" colspan="3">
<img class="inlineimg" src="$stylevar[imgdir_statusicon]/post_$post[statusicon].gif" alt="$post[statustitle]" border="0" />
<phrase 1="$post[startdate]" 2="$post[enddate]">$vbphrase[x_until_y]</phrase>
</td>
<else />
<td class="tcat" style="font-weight:normal" $scrolltothis>
<!-- status icon and date -->
<a name="post$post[postid]"><img class="inlineimg" src="$stylevar[imgdir_statusicon]/post_$post[statusicon].gif" alt="$post[statustitle]" border="0" /></a>
$post[postdate]<if condition="!$show['detailedtime']">, $post[posttime]</if>
$post[firstnewinsert]
<!-- / status icon and date -->
</td>
<td class="tcat"></td>
<td class="tcat" style="font-weight:normal" align="$stylevar[right]">
<if condition="$show['postcount']">#<a href="showpost.php?$session[sessionurl]p=$post[postid]&postcount=$post[postcount]" target="new"><strong>$post[postcount]</strong></a></if>
</td>
</if>

as you can see it is decided by a if construction if it is a normal post or a announcement. This code is only for the categroy bar above a post. So if you want to make an announcement completly different. You should put the entire code for a post bit in the IF construction. Paste one before the else, and one after the else. And then edit the postbit you pasted between the following part:
Quote:
<if condition="$show['announcement']"> blah
<else />
