I am hoping someone will know how to limit the usergroups that appear in the drop-down list in user.php when editing users

I am using a modified copy of the admin/user.php in the mod directory so my mods can edit users and I have made many limitations.....but I really need to be able to deny them the ability to drop users into certain usergroups

okay....say I have a specific usergroup which is usergroupid=11 and I have users in there...I want to stop the mods from putting anyone in that group manually but I still need them to be able to edit those users that are in that usergroup ...say...if they are going to ban or gag them...I want them to be able to take them out of group 11 but never be able to put anyone into that group

anyone know how to do this?

I am using vb2.2.7

look into my mods can edit users hack.
there you can find my way of creating a usergroupdropdown which just has special usergroups in it
