Your MYSQL is down on your server.

You need to restart mysql if you have access to your server, or tell your host.

They said MYSQL is up now, but my site is still down. Any reason why?

seems they have corrupted the user table while upgrading to mysql4 most likely

[sql]REPAIR TABLE user[/sql]
