what if a user registered at the one comes to the new forum and when he attempts to log in vbulletin could maybe also check the other forum and if there is such a user there register and log him in.

That is not exactly "sharing user databases" but similiar in functionality and it's possible provided that your second MYSQL server (the one that is connected TO) is open to remote connections.
Has anyone come up with a way to make this happen? I have several sites in a network o nthe same server and have been looking into doing somehting similar sharing the user table.
I have done such a system for a website, peoples that are interested about it can contact me by mail (julion@mondespersistants.com). (I don't have enough time to check the forums here...)
