That would be the whole intention of the "vote" part. If people gang up on a particular user... chances are, that user isn't liked very much. What you said is the exact reason for the hack. On the other hand, the admin would be stupid to set the amount of votes ("warns") needed to ban a user. Instead of 3, the number would be more like 100 or something, depending on the size of the board.

The Karma hack has this built in - look for it - users who give bad karma to another user will get that user banned if enough bad karma is given.

I think vB3 has this as standard too.
