How can i put a home page like the one on this site i am user vbulletin 4.2.0

Do you mean you want to create a custom page and make it your home page? Or are you wondering what the exact code is for our home page so you can make it your home page? We never released the code for ours - it is custom and not a standart vbulletin page. In 4.2.0, you may make something similar using the CMS and then make it your home page.

CMS is part of the Publishing Suite. If you have the Forums only, then you don't have the CMS.
