Which page do I edit to put a text add here. I wanted it in the center of the page.

I think you want to edit the FORUMHOME template. The forum title and "Welcome To" message looks like this:

	<div id="pagetitle">
		<h1>{vb:raw vboptions.bbtitle}</h1>
