Limit creating new threads based on period registered and postcount

I'm looking for a mod which can limit the creation of new threads by time periode registered.

It's really for a "second hand sale" part of a forum and I would like that new users can't post in there until they are registered on the forums for at least a configurable amount months.
Profit of this is that users don't make a few nonsense posts to be able to post in the "second hand" forumpart.

If possible it would be nice if there would also be an option or choice that a user needs a certain amount of posts before he is able to start a new thread there.

However, in both cases, the user must be able to view -and- reply in that forumpart. Only creating new threads should be limited until the configuration options are met.

There is Cyb's advanced forum manager but as far as I could see, his mod can't do this.

Just create a new usergroup and promote users that have x amount of post and have been registered for y days to that group. Set Can Post Threads to No for the Registered usergroup, but have it set to Yes for the new usergroup for that particular forum.

Thank you Lynne, but I already have a couple of usergroups and I don't like to do this with usergroups because I'm losing oversight then of usergroups, rights, forums etc. I'm even glad I still know what's going on at the moment.

My goal is to keep things nice and simple with usergroups and usergroup forumrights and if possible use mods to do extra things.

And if you got users already in a seperate usergroup, this option would not work, that's another reason why I'm looking for a simple mod to do this. I'm sure somebody has made a mod (maybe not here) which limits based on postcount, I would just need the periode of registration added to that.
I'm no coder but I think this musn't be too difficult to be made and it's usable for a lot of thing and maybe interested admins.
