Prevent user to post url images with low post count

Is there any thing like that for 3.8.x forums?
I searched but only found this mod for 3.0.0

You can control this with usergroup permissions.

Create a usergroup for members with less than 20 posts (for example). Disable the option to use [img] bbcode.

Create a ursegroup for members with more than 20 posts. Enable the option to use [img] bbcode.

Create a user promotion to promote members to the second usergroup when they reach 20 posts.
