two forums in a domain, share users and passwords
I want to know if it is possible to have two seperate forums with the same url and seperate folders inside the public_html to share the user id's and passwords.

Can you write something more? Want to run two separate forums on one domain? No way.
It may be possible in two different locations. E.g. domain.com/forum1/ and domain.com/forum2/. You should look at the domain configuration. AdminCP -> vBulletin Options -> vBulletin Options -> Cookies and HTTP Header Options |

Unless you have two licenses, isn't that against the rules?
You could just do what vb.org does... With the "Styles", "Mods", and "Forums" categorys. |
