Change style based on Language?

How exactly can one change skins and font/css depending on LANGUAGE selected?

I don't understand the instructions/info:

EG: I want to use:

- StyleA for English
- StyleB for Korea (totally different skin, images, css and settings.

but can't tell if those instructions are how I do so.
