how to make a specified user' threads or posts can be edit for every registered users

for example:

this one

the user who posted the thread is ckbot

but it can be edited by this user

I draw a underline under the user's name.

in addition

the user is not this board's moderator, just a register user.

I want get some help as to know how to achieve this effect

If the editing user is a moderator with Edit permissions, then they can edit other users posts in the forum they are a moderator in and then the Edited By message gets posted on the bottom of the post.
