i am a noob to starting from scratch i have only dealt with a pre setup board till now. i would like to know how do i set up a forum home page in 3.7.x

FORUMHOME is used to refer to the main index page of your board. For example vBulletin.org's FORUMHOME (Page) is https://vborg.vbsupport.ru/index.php

I assume you are looking for a Site Home Page like: https://vborg.vbsupport.ru/portal.php ?

If so, I think you need something like vBAdvanced. (Google it and should get the main site)
