how do i Add a link to the "Rules" thread on the FAQ page???

Go into the Style Manager of vBulletin and edit the template named: FAQ

Add the following code underneath the text $navbar near the top of the template.

Code:

<div align="center"><a href="url">Link Name</a></div>

Modify the html to display the link according to your preferences.
