Ok this is what I'm thinking:

Basically use a similar script to pop up windows for private messages but in this case, it's to show you that you've advanced to a new User Rank on the forum.

Don't think it would be too hard to code since half of it is already out there.

But this would give members a sense of leveling up and I think could be beneficial to help growth of new forums.
