[Problem] in upload of personal symbol

hello .

in the upload person symbol,
When try to cost in any way possible, he gives the next error :
"Unable to move/copy file"
And in the head Hdrp, the next error :
Warning: move_uploaded_file() [function.move-uploaded-file]: SAFE MODE Restriction in effect. The script whose uid is 529 is not allowed to access /tmp owned by uid 0 in /includes/class_upload.php on line 413

Ditto as regards input of link of personal symbol.
Ditto as regards a choice of personal symbol in the control panel to the managers.
Ditto as regards every users / groups of the users of the forum.( includes admin )

This really really urgent, please you will help me, thank you very much.
