Is there plugin that will allow for a Sticky Thread to be displayed in all the forums? I managed to find one related hack, but it requires the addition of a separate forum...

You would probably be better adding a global announcement which will show above all the stickies, threads etc..

Yeah, the thing though is that people will just tend to ignore those since it's a bit up from everything else. There is also some of this with Sticky Threads, but not as much.

But this is for advertisers, so I want to give them better exposure...
