Referral only counts for active members

I think it would be a great idea to make a mod (preferably for 3.6.4) that changed how the referral count worked slightly.

Since many times people will get others to join a forum because they want their referral count to go higher they'll spam places and get people to come and register and then disappear again. I think a great idea for a mod would be that only referrals who are members of certain usergroups would count in the referrer's referral count in their profile.

Likely this would have to be implemented as a cron job, and I'm not totally sure how massive of a cronjob this would be. I'd love if someone was interested in implementing this (or if I somehow missed a mod for this that already existed), so thanks for looking.
