how can i take back by deleted users

i have 4000 user was deleted by HACKER

i want it back to me .. how can i do it by one try

from SQL

You got hacked while using 3.6.4?

hopefully you have a database backup...that's the only way to get them back (if you don't...check with your host....they might)
