I upgraded from 3.0.7 to 3.6.4

I had info in there for an ad banner

I am not sure where to put this now. My ads are not working

PHP_include has been replaced with the plugin system

go to admincp -> Plugin System -> Add New Plugin

I got that far, how do I figure out what the path to is. When I log in to ftp the directory starts at public_html, so I tried
include('public_html/forums/ad_network_405.php'); and it didn't work no such directory. How do I figure out my path to?
