Im a noob so i need help lol.

For example on this mod https://vborg.vbsupport.ru/showthread.php?t=127008

it says Import the product-quicknews.xml

how do i do it. how can i import it or where do i upload it?

I suggest you stay away from installing mods etc until you learn a bit more...

To accomplish what you are asking go into the admin cpanel and on the left side near the bottom you will see manage products and plug ins. Go in there and click on manage products. At the bottom of that page you will see add/import.. click on it and that should pretty much take care of it for you..
