Default Welcome panel
I was using the welcome panel on my forum...before i upgraded to 3.5

the template changes are still in effect however when i did the PHP change required to show the welcome panel it did not work.

anyone have any ideas on what or whether the code can be altered slightly to show the welcome panel...
