How do add a small icon per forum on FORUMHOME for creating a new thread ?

I remember this being a modification for vb2 on many sites, where this is a small icon per forum on forum home page where the user can just click on it to create a new thread in that specified forum , without having to do into that section first to click on the new thread icon.

Any help on this would be most appreciated

p.s if it is out there , sorry but would appreciate if i could be linked to it , tried searching but nothing came up for vb3
